How To Get Driver’s License In The Philippines?

Note: This motor vehicle licensing procedures are localized for Philippine transport system only. Other countries might have their own licensing procedures, so proceed with caution in some informations.

Before driving any motor vehicle, take note to heart that driving is NOT a RIGHT but a PRIVILEGE. Do not get too entitled just because you are paying road users tax or any taxes whatsoever. Remember that others are doing too.

This mandate by the Philippines Government is based on Republic Act #4136 and Batas Pambansa Bilang 398, and is done through the Land Transportation Office or LTO.

Driver’s Licenses are valid for three (3) years or as amended. It expires on the third birth date of the applicant, commencing from the date of issuance.

Qualifications (Driver’s License Application)

Must be physically and mentally fit to operate a motor vehicle.

Must know how to read and write in Filipino or English.

Must be clean, neat, and presentable.

Must not be an alcoholic nor a drug user.

Requirements (Driver’s License Application)

Student’s Permit

Issued to persons at least 16 years of age (unless amended) and wish to learn to operate a motor vehicle with the supervision of a licensed holder.

» Duly-accomplished Application Form
» Proof of Identity
NSO (Original and photocopy with Official Receipt)
Passport (Original and photocopy)
Joint Affidavit (of two disinterested persons who know the applicant and who can attest to the applicant’s Identity, accompanied by non-availability of record issued by the Local Civil Registry Office or NSO.
Any Legal/Government Document (SSS ID, PhilHealth ID, GSIS ID, TIN ID, Pag-Ibig ID, Office ID)
» Taxpayer’s Identification Number (TIN)
Note: Additional Requirements for Minor Applicants (Ages 16-18 years old):
» Notarized Letter of Parental /Guardian consent.

Note: Additional Requirements for Foreigners:
» Alien Certificate Of Registration (Original and photocopy).
» Valid Visa/Passport (Original and photocopy).
» Any of the following:
    Proof of Stay (In the country for at least one [1] month and has a permit to stay in the country for at least five [5] months).
    Employer Contract (That certifies stay in the Philippines for at least five [5] months.

Note: Additional Requirements for Minor Foreigners (16-18 years old):
» Notarized Letter of Parental/Guardian consent.
» Alien Certificate Of Registration (Original and photocopy).
» Valid Visa/Passport (Original and photocopy).
» Any of the following:
    Proof of Stay (In the country for at least one [1] month and has a permit to stay in the country for at least five [5] months).
    Student’s School ID.

Non-Professional License

Issued to persons who are at least 17 years of age and wish to operate a motor vehicle for personal and private use only.

» Duly-accomplished Application Form
» Valid Student Permit (at least one month old).
» Medical Certificate (from an LTO or Government accredited Physician) or valid AFP / PNP organic personnel ID.
» Negative Drug Test result (from DOH-accredited drug testing center).
» Must have passed the written and practical examinations.

Note: Additional Requirements for Filipino / Foreigners with Valid or Expired Foreign License:
» Original and photocopy of Foreign License.
» Translation of license from Embassy / Consular Office (if license is not written in English).
» Original and photocopy of valid Visa / Passport (Foreigners).
» A Foreign License is not acceptable for conversion into Philippine Driver ‘s License if:
   • The Foreign License is not written in English.
    The country of origin of the license holder does not have an Embassy in the Philippines.

If license has expired, applicant will need to pass the Written Examination for the conversion of the license.

 Professional License

Issued to persons who are at least l 8 years of age and wish to operate a motor vehicle as a means of livelihood.

» Valid Student Permit (at least five months old).
» Clearance/ Certificate (any of the following):
NBI Clearance.
Police or Court Clearance.
Certificate from Commanding Officer, if a military personnel.
» Medical Certificate (from an LTO or Government-accredited Physician) or valid AFP / PNP organic personnel ID.
» Negative Drug Test result (from DOH-accredited drug testing center).
» Must have passed the written and practical examinations.

Note: Additional Requirements for Filipino / Foreigners with Valid or Expired Foreign License:
» Original and photocopy of Foreign License.
» Translation of license from Embassy / Consular Office (if license is not written in English).
» Original and photocopy of valid Visa / Passport (Foreigners).
» A Foreign License is not acceptable for conversion into Philippine Driver ‘s License if:
   • The Foreign License is not written in English.
